I think it is difficult to evaluate the situation because it is unclear what Armenia is doing with international partners or what Armenia wants from them in general. In my opinion, lobbyists are confused for at least 4 years.
Kamala Harris could – for a start – announce that the Biden-Harris Administration condemns Azerbaijan’s genocide of Artsakh, occupation of Armenian land, and abuse of illegally detained Armenians – and will enforce Section 907 and apply statutory sanctions against Azerbaijanis guilty of war crimes and rights abuses.
Donald Trump could announce he was wrong to arm Azerbaijan – condemning Azerbaijan’s genocide of Artsakh, occupation of Armenian land, abuse of illegally detained Armenians – publicly calling on the US House leadership to pass H.R.7288. JD Vance, for his part (as a sitting Senator) could cosponsor and work for passage of S.Res.540.
Each of these steps can be taken today. Well before the election.

If precedent from past election cycles is any guide, they’ll engage at some level. They’ll be inclined to make promises about the future. Our aim will be to get our deliverables before the election. The RFK factor places a premium on every vote – particularly in swing states.
