What steps should Armenia take to enhance its cybersecurity, particularly in light of cyber attacks from Azerbaijan?

Three cybersecurity need to be taken care of and designed reasonably well.

1. Physical security of the internet connections. As the first step, a parallel, satellite internet needs to be added as a Plan B. The cable internet is typically faster and must be supported as well.
2. Bots, malware,phishing, .. a) Strong passwords control for every site with user-registration; b) firewalls and multi-factor authentication for critical sites; c) facilitate and train people/org/administrators to do data backup ; d) avoid outside “cyber-security” services (like crowdStrike), some more.
3. Do not stop at protection only, study what the what enemy is doing; develop both counter-measures and prophylactic steps based on that
